TERMS AND CONDITIONS
Thank you for choosing Vehicle Report Service.
These terms and conditions (“Terms and Conditions”) apply to all contracts between Vehicle Report Service (“VRS”) and consumers or entrepreneurs, concluded on our website www.vehiclereportservice.com, and providing access to a Vehicle History Report (VHR).
Consumers are defined in Sec. 13 of the German Civil Code (Bürgerliches Gesetzbuch), i.e. every natural person who enters into a legal transaction for purposes that predominantly are outside their trade, business, or profession (hereinafter referred to as “Consumers”).
An entrepreneur is defined in Sec. 14 of the German Civil Code, i.e. a natural or legal person or a partnership with legal personality who or which, when entering into a legal transaction, acts in exercise of their trade, business or profession (hereinafter referred to as “Business Customer”).
Both Consumers and Business Customers are jointly referred to as Customers.
If you do not agree to all of these Terms and Conditions, you may not create a VRS account or access/use any part of the Vehicle Report Service.
Please read this document carefully. It contains important information about your rights and obligations, as well as limitations and exclusions that apply to you.
1. Formation of Contract, Validity of Credits
1.1 Formation of Contract
The representations of VRS’s services on the website do not constitute a binding offer. With a Customer’s order, the Customer submits a binding offer to form a contract. Following the order, VRS will process it and send a confirmation email acknowledging receipt. This acknowledgement does not constitute acceptance. The order is accepted via a separate notification or the provision of the requested services.
1.2 Validity of Credits
Credits purchased are valid for four (4) years from the date of purchase. After this period, they expire automatically.
2. License; Scope of Services
2.1 Personal or Commercial Use
Upon purchasing access to a VHR, VRS grants a limited, non-transferable, nonexclusive license to use the report data:
- For personal, non-commercial use (Consumers)
- For commercial purposes (Business Customers)
2.2 Permitted Commercial Use
Includes: purchasing/selling used cars, vehicle financing, insurance underwriting, and appraisals.
Any further commercial usage (e.g., advertising through third parties) requires explicit written consent from VRS.
2.2.1 VHR Visibility
Each purchased VHR will remain visible for 30 days, during which Customers have unlimited access and updates.
2.2.2 Service Interruptions
Access may be unavailable in cases of force majeure, technical maintenance, or other disruptions beyond VRS’s control.
2.3 Data Accuracy Disclaimer
VRS aggregates data from various sources, including public records. Errors, delays, and omissions may occur. VRS does not guarantee the accuracy or completeness of any report.
If an error is suspected, customers must submit a written request and official documentation to initiate correction.
3. Restrictions on Access and Use
Customers may not:
- Sell, share, copy, or distribute VHRs or the underlying database
- Extract, reuse, or scrape content (even in part)
- Provide VHRs for unlawful or resale purposes
- Alter copyright or trademark notices
- Parse or reformat VHR data
Ownership of data and platform infrastructure remains with VRS.
4. Fees
Fees apply only when a valid VIN or License Plate Number is submitted and returns available data. No charges apply if no data is found or if the input is invalid.
5. Billing; Payment
Payment can be made via:
- Credit Card (Visa, MasterCard)
- Stripe
- Paypal
- Google Pay
- Other country-specific options
All applicable taxes (e.g., VAT) are included at time of order.
6. Right of Withdrawal
Withdrawal Right
Consumers may cancel within 14 days without giving a reason.
To withdraw, notify us by email at info@vehiclereportservice.com or by post. Use of the model withdrawal form is optional.
7. Breach and Liability
7.1 General Liability
Customers are responsible for any misuse or unauthorized use of their accounts.
7.2 Business Account Responsibility
Business Customers must restrict account access to authorized personnel.
7.3 Penalties
- Unauthorized use: €5,000 penalty + €25 per report accessed by third parties
- Unauthorized resale: €5,000 penalty + €25 per report or data item resold
7.5 Account Suspension
VRS reserves the right to temporarily block accounts if misuse is suspected.
8. Limitation of Liability
8.1 Full liability applies to:
- Intentional misconduct
- Gross negligence
- Personal injury
8.2 Limited liability applies to:
- Slight negligence involving material obligations only
- Damages are limited to what is typical and foreseeable
Applies equally to VRS staff and contractors.
Product liability laws remain unaffected.
9. Ownership – Business Customers
All content, reports, layout, branding, trademarks, and intellectual property remain the sole property of Vehicle Report Service.
10. Indemnification
Customers shall indemnify VRS from claims, damages, or liabilities resulting from use of VHRs not in line with these Terms.
11. Governing Law and Jurisdiction
- German law applies (excluding CISG)
- For Consumers: mandatory local consumer rights apply
- For Business Customers: disputes fall under the courts of Munich, Germany

12. Changes to Terms and Conditions
VRS may update these Terms post-agreement in the following cases:
- To improve services
- Due to changes in law or court rulings
- Due to unforeseen circumstances
Substantial changes require 6 weeks’ notice. If no objection is raised, changes become binding. You’ll be informed of this in the notification.
13. Miscellaneous
- Invalid provisions will be replaced with the closest economic equivalent
- VRS is not obligated to participate in consumer dispute resolution procedures
